Projekt je předkládán v rámci programu Velké výkuzmné infrastruktury podle parag.4, odst. 1, písm. E zákona 130/2002 Sb. Cílem projektu je zajistit dostavbu a rozvoj (1) stanice J.G.Mendela na ostrově Jamese Rosse v Antarktidě (stanice ve vlastnictví Masarykovy univerzity, Brno) a (2) stanice Svalbard (Špicberky, Isfjord, stanice ve vlastnictví Jihočeské univerzity České Budějovice). Dále si projekt klade za cíl zajistit operační náklady související s opravami a udržováním výše uvedených stanic. Součástí navrhovaného projektu je i vybudovat v ČR databázové centrum a specializovanou laboratoř.
