Description In January 2000 the Conception of the new structure and content of comprehensive education was accepted in Russia. The conceptions emphasizes the development of key competences in intellectual, civic, communicative, informational, social and everyday spheres. An inseparable part of education is foreign language education and information technology. Foreign language teaching becomes compulsory as of year 2 of elementary school. The article addresses the following issues: the process of standardization of education, aims and objectives of foreign language teaching, creating optimum conditions for the implementation of the new conception of school education, the emphasis of self-education, self-reflection, learner autonomy, language portfolio, types of portfolios, European Language Portfolio, language protfolio for Russia and its parts, first experience with language portfolios in Russia.
