| Description | This article deals with public finance theory, especially with the fiscal federalism. It describes vertical structure of the public finance that allows optimal implementation of the fiscal functions in the state. Article mentions the results of the fiscal decentralization research; the stress is put down on the modern instruments of the public finance management. The institute of the medium-term budgeting is viewed as a suitable instrument. |
